This is definitely a bug and one I'd like to see fixed in v1.3.2
I titled this wrong, it happens when pretty permalinks are **disabled**. This is still happening and seems related to the cp_get_project_permalink() function in functions.php.
Prior to this existing in CollabPress core, you could use the cp_task_completed action hook to email all users attached to a task when it is completed
