I have the same issue, and even if I leave all the other options the same, adding `validateOnly: true` leads to `this.lib.Database is not a constructor`.

don't download if package file exists; use ENV['PHANTOMJS_URL']

A sensible check IMO! Just a note that this takes a slightly different approach to the `PHANTOM_DOWNLOAD_URL_BASE` used in #78.

It looks like https://github.com/bazelbuild/rules_rust/pull/3387 would create a useful workaround of being able to exclude the venv directory in the root Cargo.toml.
