We have the exact same issue on iOS 16.7.x as well. Desperately need this to be fixed since thousands of our users have an iPhone 8 which cannot install iOS...
This seems to only be an issue for iOS 16.7.x which for some older iPhones is the only version you can use. We solved this by using the following patch...
I have exactly the same problem. Downgrading to 4.35.0 resolves the issue for now.
