"dotfiles" are usually hidden by default in most operating systems,.Cloning has nothing to do with .gitignore, the reason those files aren't being cloned is most likely that... well... they're ignored!...
30 seconds is a normal startup time. it might be an older version of webpack and babel issue. In window 10 I believe it will always take a bit longer...
