incompatible CASE syntax generated by upcoming dbplyr version

Due to a recent change in dbplyr (https://github.com/tidyverse/dbplyr/commit/b8d2d2e), the trunk version now generates `CASE` statements which are incompatible with Clickhouse, where an `ELSE` block is mandatory (see https://clickhouse.yandex/docs/en/operators/index.html#conditional-expression). dbplyr 1.1.0:...
