Upon further investigation, it seems to be that the issue is within WebkitGTK and not Tauri. Moving the conversation there.

Reopening the issue because [this feature has been implemented in WebkitGTK](https://trac.webkit.org/changeset/252366/webkit). Perhaps Tauri is using an older, "stable" version?

After testing with epiphany, it appears that it does fallback to "mouse" as well. It appears they never promoted it to stable.
