bump Minecraft indeed serializes some strings using single quotes (`'`), and this fix is actually very useful.
Probably through their [Discord](https://discord.gg/h942U8U). UPD: this should be fixed in [another branch (`nbt7`)](https://github.com/Querz/NBT/tree/nbt7) where latest commits are much more recent.

You don't actually need MMC on the Velocity side, given that you can manually configure the plugin on the server side to use unique IDs. And on the proxy side...
No, FTB Chunks is not supported at the moment. I'm not sure if FTB Chunks supports working behind a proxy.
