Bug: std::atof or std::stof (c++11) unable to convert properly ("1,24")

i use 3mf to load in local french or vietnam(vietnamese is my mother language). in 3mf use std:stof to convert string to float. example std::stof(1,24) = 1, not 1.24

i use this library in android and ios. when change Tab navigation and back, value of seconds part changed. example : 2 => 2.000001020
