Document use of databags_fallback for chef-vault in kitchen

Clarify corner-cases better

At least with the code I had been using: ```hs firstDigit :: Int -> Int firstDigit n = go n 0 where go :: Int -> Int -> Int go...

Phrases including ampersand (`&`), when translated, stop before the `&`

This is using the `google` translation engine in my settings, by the way.
