Not sure but might be related to fact that Windows firewall was asking permission in other window to contact internet. But I allowed it in about half way of this...

AFAIK this is not the reason and PR #10975 fixes root cause.

There is also PR #10760 which in my opinion is not fixing root cause and possibly overwrites something wrong.
