The iPhone auto generates a certificate which can be seen if I click on "Certificates", but the user still can't self register or be registered by admins. Am I doing...
@olzzon When I go to Preferences-> Certificate it shows this  There is no option to create one.

Yea. I followed your instructions: Preferences > Certificate > Generate New Certificate.
