I encountered [this issue](/kubernetes/minikube/issues/13370) when using `minikube` because the agent will indeed call the pod's own service. The problem went away when I started minikube with `--cni=bridge`.

Did you try increasing the timeout as the error message suggests? `The current timeout 30s can be configured as "timeouts.trafficManagerAPI" in "/root/.config/telepresence/config.yml"`
