Cygwin无法编译，请更新configure

已经手动编译了libsodium、libudns，并安装了，ss-libev 3.0顺利通过，但是simple-obfs的configure就是说找不到libsodium-dev、libudns 这是因为simple-obfs和ss-libev 3.0的configure不同导致的，手动编译的库安装位置全在/usr/local下，但是我指定了./configure --disable-documentation --includedir=/usr/local/include --libdir=/usr/local/lib，依旧不行报错。
