fix: Correct initialization order

This avoids g++ warnings about initialization order.

This caused gcc to emit a 'operation on ‘inComment’ may be undefined [-Wsequence-point]' warning.

On an up/down keypress, in addition to stepping up and down, the view of the editor also scrolls. This patch prevents this behaviour.

Now IsHandleMouseInputsEnabled() returns if mouse input is enabled as opposed to keyboard input.
