Same issue. No line numbers on first page with Firefox.
I am having this issue with Windows Terminal as well: Version: 1.20.11381.0. Doesn't matter what shell I use, I've tried Powershell 7, Powershell 5, cmd.exe. Vagrant 2.4.1.

I downloaded the fonts and renamed them according to above and it still doesn't work. I restarted cockpit, is there anything else I need to do? Seeing stuff like this...
Yeah, the fonts definitely don't work in RHEL 9.2 (Cockpit 286.2).
