The same slow warm startup times are observed in 21.0.2 (see the results of the automated performance tests at the bottom of this [report](https://bender.vaadin.com/viewLog.html?buildId=259548&buildTypeId=DxTutorialStarter_BuildPerformanceTestsRunningInDevelopmentMode&tab=report_project178_Run_time_statistics)).

Here is an updated report of the cold and warm startup times of the different versions: https://bender.vaadin.com/repository/download/DxTutorialStarter_BuildPerformanceTestsRunningInDevelopmentMode/326140:id/human-readable-report.html.
I would personally try to obtain a debug log of nginx to try to understand what's happening.
I'm not an nginx expert, but I'd check the docs for instructions on that: https://nginx.org/en/docs/debugging_log.html.
And for a Java-based approach, the workaround is documented in this cookbook recipe: https://cookbook.vaadin.com/resizable-components.
