Hardtime should take of this issue. I don't have time to investigate YCM, hopefully someone else who runs into this issue can assist.
Why would you want to disable it in help? It is one type of buffer where efficient movements should be easy.
Probably not an easy or worthwhile fix, an update to the documentation outlining this limitation would be useful instead.
I agree this would be a nice feature, however I'm not aware of any way to detect that Vim is inside a macro and to disable hardtime.
