Support variable license plate lengths

[variable length](https://github.com/synckey/ctc_tensorflow_example) I copied your code ,and migrate it to a bank card ocr one using lstm and ctc referencing [ctc_example](https://github.com/igormq/ctc_tensorflow_example). The code could work well with variable length.
