That should only be required if the `logging:` toplevel entry was present in the config file. The CLI checks if it is there ([here](https://github.com/svalouch/rctmon/blob/6fd2e07367aae11dc648a5c15af9fa96d5c341ce/src/rctmon/cli.py#L37)) and if that's the case passes...
