I experienced this issue this week. I uninstalled the program and also deleted the client folder under C:\Users\\AppData\Local\GalaxyBudsClient, before reinstalling the latest version. Program launched fine. Try deleting the folder...

Update: installed ccache and openblas before compiling again, module loaded! Thank you @umireon for the build script. I was able to compile the latest master as well as 0.3.1, though...
