Build artifacts (e.g. binaries for kernel + launcher) are not dureable

It would be better to fsync() them including the directory containing them. Otherwise you may run into unexpected issues if different compute nodes share the same filesystem.

Using a different compiler for occa and the kernel launcher can result in an ABI incompatibility

Add option to compile (instead of compile+load) a kernel for a given mode

Ideally this functionality should be available without an active device. The motivation is e.g. to cross compile.
