Yes, 2.3.1 did not work, 2.2.1 works for me. (Typo in my original post, have corrected that)

Does paperless work on a RPi Zero?

Yes, I did get it running on a RasPi 3+. However, as @Tooa pointed out, Tesseract and the OCR is resource intense and some documents ran for eternity. I think...
