Libraries could not be resolved by the "cdnjs" provider

possibly related to cdnjs API change, see https://github.com/cdnjs/cdnjs/issues/14140; it's being rolled out partially, which would explain the intermittent failure

updating the MSBuild task fixed the issue for me building locally, thank you @jimmylewis for the timly fix; our azure devops pipeline is using the CLI tool and was running...
