Same problem on LinuxMint 19 and Firefox 82.0.3 (64-bit)
The solution is to uninstall the plugin and install it again.
In my case mail server doesn't work, but problem has in **/etc/postfix/master.cf** Problem solved after i was removed comment from this line `tlsproxy unix - - y - 0 tlsproxy`

Now I updated to PHPStorm 2020.3 and the problem continues, plugins are the same only the GitToolBox version is (203.3.1)

@alanhamlett I think, the issue was solved when I disable "Synchronize IDE Settings with composer.json" in Settings > Language & Frameworks > PHP > Composer
