Download the latest boomtable release from Github here: https://github.com/yesoreyeram/yesoreyeram-boomtable-panel/releases/latest As `grafana` user, extract the zip file in `/var/lib/grafana/plugins/`, and then restart the `grafana-server` service. The plugin should now be available.
