Maybe Adobe changed their mind over phasing out CEP for now .... it appears that it's still a current way of developing extensions and the latest version (11.1+) supports ARM...

@kbow123 - If you look at the issue I opened (https://github.com/schroef/AnimDessin2/issues/9) the explanation comes from the fact that CEP based plugins are only visible in Photoshop on an ARM Mac...
