Just verified this issue on a separate machine that also has an RTX 2080. Running in Unity 2020.1.6f1 this time. 
I should add it seems like the Fluid Volume runs fine and the simulation is accurate, despite the Fluid Particles being all over the place.

Just confirmed that this issue also occurs with the H.264 Default (MP4) preset. Thanks for looking into this!
Any updates on this? Just checking because it was my favorite method for capturing Unity recordings. :)
