### 功能描述 / Feature description 订阅的机场比较多，每个机场配置写了一份配置文件，现在这种`prepend-rules`写法使得每份配置文件均需要复制粘贴一下，不太方便，以前版本的`prepend-rules`可以是全局的，这样写一份就好了。 虽然可以通过全局JS脚本追加全局的`prepend-rules`，但这种写法相较于之前可以在全局扩展配置中直接添加的方式麻烦很多，也与之前的Clash不匹配，需要单独处理一下。 所以希望旧版本的`prepend-rules`功能能够回归。 ### 使用场景 / Use case 多机场订阅与多配置文件场景
