Just had this today. Never tried Musescore4 before. The simple solution was to remove all my VST3s from /Library/Audio/Plug-Ins/VST3 into a backup folder...I use Logic normally so never used these...

so I got it working, what you need to do is forget Retroactive, get a copy of iTunes 12.9.5.5 from Mojave, zip it, move it over to new Mac, and...
