Push pre-built Python 3.11 wheels [ENH]

@m1n0 Have you heard anything on this recently? Since there is no pre-build Python 3.11 wheels, would you recommend using `dask-sql` in production environment if I am running 3.11?

Resolve the `basePath` relative to the `sync-db.yml` path instead of current working directory.

Also @mesaugat I think we should also be able to pass config file as relative path in the `loadConfig` function and in `--config` CLI argument.
