Support selective alarm creation for instance class specific metrics (e.g. CPUCreditBalance alarms only for T class instances)

Hi Is there a good reason the `CPUCreditBalance` alarm was removed that I should be aware of? Referring to this commit: https://github.com/aws-samples/amazon-cloudwatch-auto-alarms/commit/2e636a8fab04cfc52b58d062c7ba0d6e23d8df46
