I can successfully reproduce the issue on controller/server setup as well - and this makes sense seeing how the only difference is that a separate container processes the configuration changes...
@acydburn I think I have found a workaround for this issue until the root cause is identified: on your **controller** Caddy instance set the `CADDY_DOCKER_EVENT_THROTTLE_INTERVAL` environmental variable to a value...
@JPVenson This seems to be unblocked for quite a while now - is there any reason for keeping it unmerged? I'm certain plenty of people would appreciate seeing this change.

@dave0003 I have managed to make mine work by proxying it through CF Warp and setting Anubis in front of it. Otherwise bots would just cause it to rate limit...
I have Crowdstrike (on CF level) and CF WAF. Doesn't really help, to be honest. Anubis is the only thing that successfully gets all, or at least most machine traffic....
