I suggest that these be 2 completely separate feature requests: 1. Add a stopped/down (+ potentially a "stopping" state) 2. Support state persistence if god is restarted

If you need to reload configuration, why not just invoke `god load `?

That actually highlights one of the tricky issues with persisting state. They'd have to deal with the persisted state table including watches that are no longer defined in the watch...
