I ran into this issue today. I believe it is because OverlayRef in the cdk [disposes the overlay](https://github.com/angular/components/blob/01540bb924472fd22276b62a9d72b401a13bfe77/src/cdk/overlay/overlay-ref.ts#L183) on navigation changes using Location.subscribe(). But this emits a location change regardless...
