Unstable startup fix - added gpio_init(PIN_RST) for W5x00

Sometimes the startup had random problems. I found, that reset pin is not pulled down. Issue solved after adding missing gpio_init of PIN_RST.

Hi, I found that sometimes LibreQoS dashboard freezes (restart needed). It is probably related to some czech characters. I use UISP integration, so maybe can be fixed by removing diacritics...
