I have the same issue. Reset all the settings to their defaults. I see the Checkpoints tab in the Explorer view but the Add Checkpoint command does not work.
@micnil Thanks for looking into this. It looks like closing all files before restarting VS Code and then opening a file fixed the issue. 👍

Update: For what it's worth, I think the underlying issue is still the same because sometimes I see it working, and sometimes not. This is without any change in behavior...
Experienced this as well even though it should be able to use the write tool.
