The 3ds version is based off of JP v1.1 this is why the features introduced in the US version are absent.

Are there ROMs in the rom folder? If not, put one in there to see if that fixes it. I haven’t experienced this issue before so it could be that.
When this is released will it work with Project Restoration or will I have to uninstall Project Restoration before I can use the randomizer?

@Latltude98 It worked for me. Make sure you have typed in the right version and are using the Command Prompt.
