After looking into it more deeply, it seems like most visualstudio.com AzDO projects have been converted to dev.azure.com. This may no longer be a high-pri bug and will close it...
Added a config file and `spk init` command in this PR https://github.com/CatalystCode/spk/pull/255, perhaps [this file](https://github.com/CatalystCode/spk/blob/286a9be6b3b8e0dcbba58de8ddbb8955b7f0cf53/tests/spk-config-test.yaml) can be leveraged for this task, once merged?
