Update api to version 3.0

Google has released new version of api protocol. https://developers.google.com/safe-browsing/developers_guide_v3#Changes3.0 It would be nice to have these changes in phpGSB package.

The curl won't redirect when it's needed to do it because of open_basedir. CURLOPT_FOLLOWLOCATION cannot be activated when safe_mode is enabled or an open_basedir is set in phpgsb.class.php on line...
