Visual Studio 16.8 breaks SvcUtil build targets

There will be any fixes without this hacks?

error NU1202: Package Humanizer.Core.ar 2.14.1 is not compatible wit h net7.0 (.NETCoreApp,Version=v7.0). Package Humanizer.Core.ar 2.14.1 does not support any target frameworks.

Just delete `bin/` and `obj/` directories within all projects in solution. Afterwards `dotnet restore` to restore packages and `dotnet build` to build project.
