New ADR, one ALB for backend

Due to AWS limitation we will use the same ALB for internal and external traffic for backend.

Add backends for staging and production for app-documentdb

Add a variable to set the version of the lambda to use

Terraform doesn't behave when trying to use $LATEST, there has to be a better way to deal with this but in the meantime we have to increment the version each...

Publisher apps have been migrated to AWS and those keys are no longer needed.
