I agree, but why not both? It also seems much easier to do this version using our existing load generator codebase.
The current system time is fine. It can be upgraded with the same syntax down the line to use AWS Time Sync or TrueTime, or whatever.
From offline discussion, our checks are also a (random?) subset of the full checks in section 3.3.2 of the specification. I'm going to take a stab at adding the rest...
