Fix platform tags not following PTv2 tagging scheme correctly

The PTv2 tagging scheme says tags such as `bus=yes` goes on the stop_position only, not on any station or platform. This pull request fixes that. See [the Wiki](https://wiki.openstreetmap.org/w/index.php?oldid=625726) for reference.

Blocked by openmaptiles/openmaptiles#1399 I see there is a default shield in the code, but I'm not seeing any render, for example, [this route relation](https://www.openstreetmap.org/relation/63672) which lacks the `network` tag, but...

Don't add useless tags to the database

It would appear this plugin produces and adds useless tags like `magic_wand=yes` and `magic_wand_merge=yes`. Please don't pollute the database with such crap.
