首先 服务端一般来说是不处理i18的，所以并不能用`CustomToolTips_zh_CN.xml` 跟了下代码，这个是纯服务端下发的，也不好用本地直接盖，最好去GTNH那边提ISSUE吧，看看要怎么处理
