Use pegged version of tangram and mapzen.js in code snippets

The code snippets are currently using the latest tangram.js and mapzen.js versions. Let's change that to use the latest pegged versions.

[docs] Add section to developer guides for converting data

We'd like to add a section to the new Developer Guides for converting shapefiles to geojson / topojson. Maybe a compilation of different options... qgis, gdal, ogre, etc.
