AGC run fails when empty strings in inputs.json file

Confirmed the bug by adding a `"wf.thisWillCrash": ""` line to [this inputs.json](https://github.com/aws/amazon-genomics-cli/blob/main/examples/demo-cwl-project/workflows/words/inputs.json). We will add fixing this to our backlog.
