upscale_tiles not working

It's not possible to use both options upscale_tiles and downscale_tiles. It is an issue because if there is no higher zoom level the upscale_tile will not work and vice versa...

Tiles not found

Seems like a lot of tiles are missing nowadays... is the rendering still running on maps.stamen.com? http://maps.stamen.com/terrain/#17/47.19842/9.43146  on zoom level 18 I can not see anything anywhere.
