I don't think there is a Win10 wheel released yet for 1.8. There should be no way any pip method can work.

@yajiedesign Thanks for the reply. Does the CU92 release have MKL support or not? I've cuda and cudnn installed. Just confused if the DLLs in the 3rdparty folder are needed...
