Tcp server

Tcp server is working, but both the devices should be on same wifi, so if we are assuming internet access, should we use firebase for communication instead?

implemented call volume, dont know how to do anything to robot/tablet

refactored layout as per suggestion and implemented volume control of phone, but i don't know how to interact with the robot itself, so can't implement functions which change the state...

Update docker-compose.yml to make API host map the provided HOST_IP

CLEARML_API_HOST is hardcoded to http://apiserver:8008, should instead be defined by the CLEARML_API_HOST flag
