dependency conflict when setting up the environment

I get this when I run: ```shell IMPORTER=1 ./setup_venv.sh ``` It happens at the very end of the output, I get this: ``` Installing collected packages: iree-tools-xla, iree-tools-tflite, iree-tools-tf, torch...

requirements.txt is not listing all the dependencies along with their required versions, repo wont run

I tried many different combinations of versions but couldn't figure out the right one. Hopefully this is easy to fix.
